Boston drivers have a reputation as being the most rude and I can vouch that it is a well earned reputation. Surprisingly they are not rude when outside of their cars.
Northern Virginia/ Metro D.C. traffic is mind boggling.
Having lived in southeast Florida, I can concur with David s' warning that Tomme Boy should never venture into those parts. Although I will say that when the traffic is moving in south Florida, it moves at an incredible speed.
New Jersey, particularly north east Jersey, is interesting to say the least. Along those same lines is the Long Island Expressway when the traffic is actually moving. That road functions like a parking lot half of the time. The other half of the time it looks like your in the old Asteroids video arcade game from the early 1980's.
As far as bad drivers in general - I'm afraid that disease has infected the entire world.
