I’m throwing some fat on the fire here:

let’s say the mini-ingot still needs the GC fitted and sized can it be considered a bullet or 80%?

understandable.
there are loopholes just like making a rifle and selling it.
your not operating as a main business, and the volume [subjective to butt hole thinking] is what get's you,
also the barter or exchange not for cash is spelled out right in the rules as being kosher.

No offense to the moderators of this forum but being a moderator of an internet forum doesn't absolutely mean you know what you are talking about.
I quit an informative forum due solely to a self-important, egotistical and know-it-all dictatorial moderator.

informative and active members.
but heavy handed moderation, and stupid rules, along with watching a newbie get baited into being booted [by some members that knew what would happen] led me to not even bother reading that site anymore.
