Easy to remove bullet sizing lube?

Yep Dish soap and water, seams to be a good surface prep with PC, Just like it is with pretty much all other coatings an paint.

I don't use any lube at all if the bullets are just going to be sized down .002" or less. 99% of the time I just PC my bullets and size them after they have cooled down or after water quenching.
