I remember trying this with finger nail polish [and some spray paints]] some years back.
it made some cool designs, enamel wasn't my best shooting attempt.

We made marbled Christmas wrapping paper one year when I was a kid out of a bunch of dreg cans of house paint Dad had keftover from jobs that year. Drizzle latex in with oil base and maybe hit it with some sputtery spraybomb that was losing its propellant, or just poke a hole in the can and sprinkle some on top and swirl it all a bit with a stick. We used end-roll newsprint to soak it up and nobody wanted to tear it open on Christmas day, everyone was digging out their pocketknives and carefully slitting the tape to save the paper. Still have some somewhere.

How thick should the layer of PC be? I tried a few today, but the coverage was inconsistent. My color is one of the translucent one's, so that may be part of it.

Should be? No idea, haven't tested minimums. .001" thickness seems to be plenty.

Could this method of application be use to enlarge a small dia. area of a bullet.
Case in point. I have a 311284 mold that drops bullets at .310 drive bands. But the nose drops at .297/.298. Could i dunk just the nose section, bake like normal, then nose size to have an exact fit bore rider.

the powder will also self level as it heats up.
or at least it does for me, but I try to hold the oven temp to 350-375 for about 15 minutes before jumping up to the full 400 cure temp.

Yes Fiver that is the flow temp (~250F) and the longer held there the better flow you get. Just got a can of VHT ceramic paint to try in a mould (RD style) to reduce a spot of nose size.

Any difference between the Harbor Freight powder and the more expensive stuff (other than colors)?
Harbor freight is a much coarser powder, that is one reason that coverage is spotty unless a thick layer is used it usually makes bullet much thicker than with a better powder like smokes
