Two numbers- it is a two diameter expander. Smaller size is the full neck, larger size is the small step to let bullets seat without scraping.
I bet lots here will tell you to get an RCBS expander for 30 cal and be done. No step is mo better.

That should be fine.
If in doubt a light polish with reduce diameter a little for more neck tension.

when in doubt measure.
0015 or 002 maybe matters maybe don't, but if you get the 15 with what you got on hand that's where I would start.

I’m not sure why others don’t like the NOE expanders. I have a few different sizes and all of mine have worked fine.

What are the advantages of using the RCBS neck expanders?

I don't know if your missing something or not I don't have any M or other type dies.

I have Lyman M and NOE expanders. I get the one for the proper neck expanding size, don't use the step on either as it is too difficult to set properly for all cases. I just use the Lee universal for flare. I batch process brass on a single stage press.

Two-diameter case neck expanding spuds are a bad idea on two accounts: It's either too big or too small. The too big part ruins case neck tension in that area and that affects crimp, powder burn, etc. The too small part crunches the bullet.

The only instance in which a two-diameter spud would be useful is if the larger portion was "just the right size", parallel up to a tapered bellmouthing shoulder, and long enough to pass completely through the neck. The smaller portion would only serve as a pilot to keep the larger portion centered. Unfortunately, Lyman and NOE M-dies are not long enough to accomplish this.

I have quite a few that Buckshot made for based on the measurements of the bullets. I do have some of the NOE's since Buckshot retired.

I got cooled in NoDak and dropped into Texas a few hours later a time or two, does that count?

I don't know about heat treated, but that would sure be enough to make me ornery!
