I might be able to tighten things up a bit with brass prep, match primers, and weighing boolits. Biggest problem is a real heavy trigger. Looking into an aftermarket one.

Trigger, give Timney a try.
Might fiddle with seating depth a bit in 0.010 at a time. I usually start at 0.030 into the lands and go in/out from there.
Could tweek powder charges +/- .5grs at a time as well. It never ends.

Lock time is glacial on a #1 also, a lot can go wrong after the sear breaks. Barrel harmonics and the forearm/wooden mainspring cover can be problematic, too.

How well does it shoot jacketed bullets?

Canjar use to (back when they existed) make a No.1 set trigger. Depending on the No.1's vintage it could be a barrel issue. Before Ruger began making their own barrels the purchased barrels had a bit of a spotty reputation. Also as mentioned the barrel hanger forend and the long hammer arc combined with the two-piece firing pin don't help matters.
