Strange Copper bullet- Can anyone Identify?

Found this at the range today: It is a Copper bullet with a Central hole all the way through! 40 caliber

In the late 1980's early 90's there was something similar in 9mm. The thru hole had a plastic cap on the bullets base and the cap fell out after the bullet left the muzzle. It was a self defense bullet idea. The bullet or possibly the ammo or maybe just the idea originated out of South America if I remember correctly. And that's about all I remember after 30 or so years if yours is even the same bullet/idea.

At large, whereabouts unknown.
PMC Ultramag. However, I don't remember them being offered in .40 cal. 38/357, and 44 Spl only IIRC.

I think it was Dean Grennell who nicknamed them "Fearless Fosdicks", after the old-time Dick Tracey character. Ol' Fearless was a Cop who got into a lot of gunfights, then would appear in the next several frames with nice, neat bullet holes all over.

Went looking for the South American ammo, no go. But you might look at BAT (Blitz Action Trauma) and GEA (Guilford Tubular Cutter Swat Ammo) as well as 358156 hp's Ultramag ammo. Seems there were a few variations of the same idea in the early 90's. They were discontinued awhile later because they were able to defeat body armor (think the KTW bullets) and outlawed. The German police also had a variation so that they could get around a FMJ restriction on ammo. Some variations had plugs in the bullet base and some a plug in the nose. Mostly the conclusion I came to is there is an amazing variety of 9mm ammo thru out the world, holy cow.

I vaguely remember stuff like this, vendors and sales wonks made a habit of trying out our Academy staff on such pitches. Line troops tried to intercept these people before they got to the Ignorati that occupied positions of real authority in our training bureaus. That sort of froth that often rises to the top of most orgs are easily swayed by such sales pitches, and that ALWAYS cost tons of time and effort to unwind--not to mention materiel and salary cost. Oh, the stories.......

they had a base disc that blocked the gas.

I remember reading about them in shooting times or handloader back in the day.
I don't think they were even designed to expand but the idea was more velocity and reduced weight for some reason or other.
