Keep in mind that this is a lawyer that sells trusts so there IS a bias.

The nut cutten part: CLEO sign off goes away (GREAT). You knew there'd be a but right? Individual and trusts will be pretty much the same from here on out. No CLEO, but both will now need fingerprint cards, passport photos, and an information sheet done (application). Also, anyone in a trust that will have access to the items will have to provide that info as well. The people on a trust that get to have access to the items after you die don't have to do the paperwork until you die and they get access to it.

Soooo, if you want to do a Form 1 without submitting fingerprint cards and photos do it NOW. You have 180 days for your application to be in "pending" status (from the date of signator 1-4-16).

Sept 1 forms are just now being approved, so the system is already running at about 130 days behind. That's a week behind a month ago, so the load increased between first week of August and first week of September, continuing the trend the of 1-2 weeks per month backlog increase all year. I'm sure this has only accelerated since September as everyone rushed to get forms in ahead of the then December 15 41P announcement date. By the end of November I suspect the backlog will be near the 180-day mark, so I'm betting it is already too late to get an approval before the 41F goes into effect, so everyone should go ahead and count on complying with 41F now just in case to avoid further delays and getting an application kicked to the back of the line at the last minute.

You don't need to be approved before the 180 days, just into the "pending" stage of your application process. Form 1 folk prolly have a week to get it in. Form 4 folks, I don't think there's a chance. The item has to transfer to the dealer on a form 3 first, then the Form 4 starts. So the only folk that could really make it under the wire will be Form 1s.

Ok I read farther. As long as applications OBTAIN "pending" status within 180 days of the decree just issued, they will be processed under current regulations. So you have almost six months. Looks like the rest of us are grandfathered in. ATF's gonna rake in the dough in the next few months!

I'm onery and contrite I don't think you need to apply for nuthin.
I think you need to spend your time E-mailing your senator to get the law changed.
