Unusual Headstamp

Can anyone identify the origin of this headstamp?

Turn it left about 90° . Browning Buckmark jumps right out .
Weird I've seen about 10 inquiries online in just a few weeks .

I first saw that weird headstamp three or four years ago, on .45 ACP range pick up. It didn't look Hebrew or Arabic, so I just shrugged and put them in the miscellaneous brass can.
