I like 2 bullet holes from each bullet. In and out.
In a perfect world, that bullet would always exit from that second hole and then quickly fall to the ground having spent all of its energy.
However, that's just not consistently possible in the real world.

i don't think you could really measure it and actually get enough of a difference to matter.

you could build a little wooden slide affair and drop a 3-4 lb hammer head on a bunch of bullets from different heights and see what you get.
but your gonna have to drop the hammer a large number of times and probably from heights of 3 to 8-9 feet.
