I would go with it being one of the Dick Dastardly Big Lube bullets being .360ish it might be suited for the old 38s , S,L etc but more likely for 38 Special cowboy action . If it's closer to .375-.380 with a smaller base than shoulder then it's more likely to have been for a healed style 38 , 36 cal CB revolvers , the crimp groove kind of negates that or 375/38-55 .
Of course anything .357-361 can be put in 9×whatever and pick a 38/35 cal pistol or rifle , the case and weights being the only limits . It'd be tough over load a 358 Win with a 90 gr bullet ..........I'm sure it could be done , 30 gr of BE maybe
