looks like someone was using it.
bet they weren't dipping from a pot though, just melting right in the ladle.

We used to have a ladle like that at work. About that size, the same configuration.
For taking pour shots (samples) , from the furnace and trough. And for puting unmelted non ferris metal over a burner to heat up and melt to test.
Till we went to a fiber tap cone. Basically an asbestos type cone that we cram in the furnace hole to stop the pour. Maintenance made a ring on a piece of all thread that we shove one of those cones in. Much lighter and easier to handle Especialy when you are taking 10 sample shots at once.
The ladle hung on the side of the reverb. Kept around, just in case we ran out of tap cones. And for initiation purposes.
Had not been used by anyone for years. Except to break the new guy in till some one decided to show him the cones, or he saw someone else using them and figured it out.. And ye I ran that thing my First week when I started.
It finaly disappeared one day. I think it ended up falling in the charge bay, maybe?
