Is a FL required to sell reloading supplies?
Such as presses ,dies, powder ,primers, brass?
have a friend who is thinking about it here in California and was wanting to know.
I know California has its own laws but how about federal?

It wasn't when I sold them but that was years ago AND I didn't live on either coast.

shouldn't be a problem, even re-selling ammo.
as long as he isn't making bullets/ammo to sell, handling firearms or black powder.

Explosives license and certified magazine.

If your friend is thinking of going into the business he needs to query the local authorities on the subject and get definitive answers, not internet conjecture. CA has some stupid laws concerning ammunition, better check up on it because I think it will be a problem. Anywhere in THE USA, which is now something like 12 states, no license to sell ammunition or components as long as you aren't the one producing them. Reloading tools are no different than screwdrivers or wrenches.

Up until the mid 1980's it was for brass bullets primers and powder but not for dies or presses. I still have a box of Winchester 375 H&H magnum brass that we used to make into 340 Weatherby. Price (in 1970's dollars) 20 bucks for 20 pieces. The bottom fell out of the market after they changed the federal requirement. I left California in 1989 after a four year stay. At that time if you bought powder in California you were filled in to the dealers log book. I have no idea what goes on there now though. Something says it wont be an easy thing to make happen in California now. May be wrong though.

In California, if filling out a powder purchasing log book is required it may be due to the local fire department's regulations, but it's not the state's . . . yet.

I've never had to fill one out.

This is three decades on. I use to be a member of Escondido Fish and Game Association. I use to shoot trap and pistol silhouette's there as well as just targets. I also use to shoot rimfire and high power silhouette's at Romona, Delzura and I cant remember the range up by L.A.. I went through some powder. I use to get my RED Dot in lunch size brown paper bags, one or two pounds at a time for trap loads. Things change never stay the same.
