Shootng a Marlin, right?
Bet it jams on the area between the magazine tube and the chamber. Had the same problem with the MP 359640.
It is a pretty easy fix on a Marlin. You need to file on the carrier a little to let the cartridge sit farther back. That is what I did, no longer a problem.

Reason I ask is, I have just filed the shell stop down, or added some metal to the shell stop to accomodate the OAL of a particular bullet I want to use. This allows the cartridge to eneter farther into the action and clear the magazine, as the carrier starts it's upward movement. I've done this to several Marlins but I'm not sure about your Rossi. I tend to get the OAL of the cartridge where I want it, and then adjust the shell stop for depth. I then usually load a bunch of ammo and use it in that rifle. I've found two factory ammo's that wouldn't even chamber in my .32-20 Marlin. The Winchester factory round I had was about a 1/4" too long to even cycle out of the magazine. No wonder so many go to reloading to make there own ammo. The manufacturers don't seem to be interested in anything but the 80% majority sales. Good time to be a bullet caster though.
