Totally tubular! Hollow wads in straight wall cases

While treading to and fro among the wilds of the internet, I have noticed references to the government using hollow cardboard wads / tubes in 45-70 cases to allow for reduced black powder charges in 45-70s. This seems to be a credible way to reduce the canaverous 45-70 case when shooting light [say 300 grain] bullets.

Now I don't know how well this case filler wad stays put after firing. I've not seen any article or story describing it, but at least there doesn't seem to be lots of stories about the wrecked guns caused by the tube...

Seems to be interesting, a possible side-stepping around fillers and buffers.
