I have over a three year supply of powder for my shooting needs same for lead but a little short on primers.

With that kind of shooting you're burning about a pound a month plus a carton a month. I'd say you should be working toward 45 lbs and 48k . At roughly 25# /mo that 300# yr so about 1200# .
After you get your cards paid off continue to buy a couple of months at a time as you can with cash . While you havent asked typically fire codes required a 25-35# limit per nominal 1" wood cabinet with a vent or blow out wall . Each cabinet must de separated by 25 ft and a fire wall or 50 ft . As applicable to Joe home owner a 3/4 plywood cabinet with a swinging door will meet this easily. For the same in larger quantity opposite corners of the shop/garage or 1 in each den/loading room/spare bedroom separated by a sheet rock wall. Or just keep it down low and don't bunch it up in a tight closure just in case you have an issue .

Take it at face value for what it's worth as unless your town/city has a specific ordinance there are no laws just codes and guidelines.
