If you spend 100 billion to remove a problem and it thrives then the solution is to regulate and tax it .

Those that partake only for the thrill of getting away with it there's no longer a thrill . Partaking is long term and legal risk cheaper and safer . Regulation becomes way cheaper because the legal taxes pay for a significant portion of the boot legger enforcement.
It doesn't cure addiction . It doesn't prevent experimental trial . If it did they'd have figured it out since 1928 .

It's just economics and market adjustment. When the cost of getting caught and punished is less than the cost of paying taxes and being legal then the end result is predictable.
